This is a simple question, and my answer would start with how do we define drinking water. A general understanding of drinking water is that it is potable among other things. However not all water is the same. I suspect the work of Dr. Gerald Pollack at the University of Washington is a good place to start with how water is structured by a number of environmental factors, the most significant being light (infrared light). Here is a video Dr Gerald Pollack On How to Create The Perfect Water For Optimal Health which begins that conversation. Dr. Pollack has many excellent videos on YouTube and I recommend them all.
A body of research building on his findings is that of the late Dr. Rustrum Roy (formerly of Penn State University). Many videos exist on YouTube where Dr. Roy is featured talking about the variable structures of water in relationship to environmental interfaces, however this one Prof. Rustum Roy - What is Structured Water? - Part 3 of 5 gets us a bit further into answering your question. Dr. Roy is known for offering compelling research that water is a ceramic and not typically what many of may believe to be true.
Finally, as suggested in other posts, Dr. Luc Montagnier’s recent research on water memory is rather ground breaking. Water Memory (Documentary of 2014 about Nobel Prize laureate Luc Montagnier) In his 58 minute video documentary, many leading scientists join Dr. Montagnier in his findings about water, its structure at interfaces, and as a carrier of information.
So without being difficult, my response to your question would be first how we define drinking water, and more importantly why we choose to define it one way or another. Your question appears simple, but it has deep meaning embedded into it.
